What Is a Professional Employer Organization?
A PEO operates through a co-employment model, which means your employees are on the PEO’s books, but they are still under your management. Most PEOs can manage HR functions like payroll, HR administration, employee benefits, risk and compliance, workers’ compensation, and employee training and development. A Professional Employer Organization (PEO) is the new term for “staff leasing company” and is regulated by the Texas department of regulations and licensing through Chapter 91 of the Texas Labor Code. The department issues licenses, regulates compliance with the law, and has authority to sanction a licensee for proven violations.
A PEO is defined as a business entity that offers professional employer services. Professional employer services are services provided through co-employment relationships in which all or a majority of the employees providing services to a client or to a division or work unit of a client are covered employees. The new definition is similar to the “staff leasing” definition. The exemptions are essentially the same for temporary workers, independent contractors, and for a client and PEO that have more than 33 % common ownership.
A co-employment relationship is a contractual relationship between a PEO and a client that involves sharing to those covered employees in accordance with a professional employer services agreement and Chapter 91, Texas Labor Code.
Currently in the state of Arizona, the PEO license requirements have been suspended until 2022. Axiom Professional Solutions LLC. will operate in the same manner as PEO under Arizona statute to provide our clients with the same services and benefits.

For instance, we can help you with workers’ compensation, employment practices, safety training and onsite safety inspections, interview and selection training, termination, unemployment claims, FCRA and Ban the Box, drug-free workplace policies, reporting and agency interface, and EEOC services.

Due to our competitive PEO pricing, Axiom provides flexible PEO service options for your businesses that need HR administration, payroll processing, employee benefits, risk and compliance management. Axiom bundles these services together and charges on a per-employee basis; however, it allows you to scale up as your business grows. One of Axiom’s benefits is its flexible PEO pricing and terms structure. Axiom doesn’t require customers to sign a long-term contract; instead our clients generally sign a one-year agreement that can be terminated without cause by either party at any time by giving 30 days’ written notice. Axiom charges a per-employee hourly fee as opposed to taking a percentage of your total payroll.
